Army Investigates Koh Samui Encroachment, Football Stars Linked

In a concerted effort to address encroachment and environmental degradation on Koh Samui, Lt. Gen. Santi Sakuntanaga, Commander of the 4th Army Region, alongside Maj. Gen. Anusorn Ourai, Deputy Commander of the 4th Army Region, led an investigative mission. They delved into concerns regarding land rights and resource depletion, particularly focusing on the utilization of Thai nominees by foreign investors. The inspection, conducted on May 9, 2024, targeted areas where natural resources faced exploitation and national security implications loomed.

It was reported that the investigation, spearheaded by the 4th Army Region, has been ongoing since 2017, with the ISOC Region 4 inspection team diligently prosecuting offenders. Over the years, multiple cases of encroachment have been unearthed, prompting continuous efforts to uncover irregularities and gather evidence.

As part of the current inspection, attention was drawn to six specific areas earmarked for scrutiny. The ISOC investigation team has made significant strides in collecting evidence, signaling forthcoming actions by legal authorities.

Regarding the case involving Mrs. Catherine, a French national, discrepancies were discovered in the registration of juristic companies associated with villa ownership. The inspection team is diligently tracing the origin of her land holdings, scrutinizing the authenticity of rights documents.

After receiving a mission briefing from the inspection team, Lt. Gen. Santi embarked on a survey of the target areas around Koh Samui. Accompanied by Mr. Suriya Madi, Permanent Secretary for Koh Samui District Administration, and Mr. Charan Rueanphanit, Head of the Forest Protection Unit, Sor.16, the inspection aimed to gather factual information to take decisive legal action against violators.

Acknowledging the gravity of the situation, Lt. Gen. Santi emphasized the collaborative approach between the military, local authorities, and relevant agencies. This unified effort underscores the commitment to upholding the law and safeguarding Thailand’s natural resources from exploitation by vested interests.

In response to these developments, Mr. Ratchaphon Phoolsawad, Chairman of the Koh Samui Tourism Promotion Association, expressed gratitude for the diligent efforts of the 4th Army Region in addressing encroachment and unlawful activities. Such actions, he noted, are pivotal in ensuring fairness and compliance with regulations, fostering a conducive environment for lawful and sustainable development.

The inspection flight over the designated areas revealed various irregularities, including discrepancies in documentation and violations of building regulations. Of particular concern was the discovery that several properties, purportedly owned by foreign nationals, were being operated under the guise of corporate entities. Notably, one villa was identified as housing renowned international football players, shedding light on the extent of foreign investment in the region.
